New Compliance Pathways NZ – Building Product Specifications
Planning a new build or alteration? A recent update to New Zealand’s building compliance framework now offers more flexibility through new NZ Building Code product compliance pathways, a big step for innovative systems and materials. Here’s what you need to know.
What’s Changed in NZ Building Code Compliance Pathways?
The Ministry of Business, Innovation and Employment (MBIE) has released new Building Product Specifications that now sit alongside traditional Acceptable Solutions and Verification Methods as recognised ways to demonstrate compliance with the New Zealand Building Code.
That means if you’re planning new building work, whether it’s a renovation, extension, or new home, your designer may be able to specify a particular system or product as a compliant pathway, without needing to go through the more complex Alternative Solution process.
Why This Matters
Traditionally, demonstrating building code compliance in NZ involves:
- Acceptable Solutions – prescriptive, tried-and-true methods (e.g. E2/AS1 for weathertightness).
- Verification Methods – performance-based testing and modeling (e.g. façade testing to NZS 4284).
- Alternative Solutions – custom proposals requiring expert evidence and case-by-case approval.
With these new specifications, there’s now a fourth option:
✅ A pre-approved product specification tested and published by MBIE as a recognised way to meet the NZ Building Code – even if it’s not part of an Acceptable Solution or Verification Method.
This new NZ Building Code product compliance pathway opens up the door for greater product innovation while still meeting compliance obligations.
What Kind of Products Are Included?
While it depends on the latest MBIE updates, these specifications typically relate to systems such as:
- Cladding and weathertightness systems
- Proprietary fixing and structural components
- Innovative underlays, membranes, and insulation types
- Aluminium Joinery, Windows and Doors
- Fire-rated wall and floor assemblies
Each specification includes defined conditions of use, such as:
- Applicable to certain wind zones
- Suitable substrates to be used in conjunction
- Residential-only applications
Always check the scope of use before relying on any new system for compliance.
Do You Still Need a Building Consent?
Yes. Even if a product has a recognised specification, you still need to apply for a building consent as usual. The advantage is:
- ✅ Faster consent processing, as the BCA may treat the product as code-compliant
- ✅ Fewer RFIs or hold-ups during review
- ✅ Reduced need for complex Alternative Solutions, if used exactly as specified
How to Use New Product Compliance Pathways in Your Project
If you’re planning new work:
- Ask your designer whether any proposed systems or materials are covered by a MBIE-recognised specification.
- Verify the scope-many systems have technical limitations or application boundaries.
- Coordinate with your builder or project manager to ensure products are installed exactly as specified and some products may require licensed applicators or installers.
Should You Still Get an Independent Review?
Absolutely. These specifications are helpful, but don’t replace due diligence:
- Some products may have limited real-world track records or reliable in-service history
- Site-specific factors (e.g., existing framing, exposure zones, installation timing) can still cause compliance issues if not prepared adequately
- An independent Building Surveyor can help review your specification in context and identify risks before consent or construction
